Following information on Flag Report 23 the ADM (popularly know
as Allied Democratic Forces) had some success, after 1996 in South West
Uganda, near the Congo frontier. Was a union of several small groups:
Tabliq (extreme muslims), National Army for the Liberation of
Uganda; and soldiers of the fallen governments of Rwanda (hutus) and
Zaire
(for Mobutu). The leader was the analphabet Jamil Makulu (according
to their website there is now a different chairman and general secretary).
Financed by the sect Salaf Muslim, (from Iran and Sudan).
Their support came mainly from muslims and
it has control over a zone in the frontier with Congo. After 1998 received
important help from Kinshasa government and the attacks on the distric
of Western Uganda intensified after 1998.
